Three countries, one conference
BESETO takes its name from BEijing, SEoul, TOkyo — three capital cities representing a long-standing collaboration among the concrete pavement research communities.
The BESETO Conference is an annual meeting on concrete pavement engineering that rotates between host institutions in Beijing, Seoul and Tokyo. Each year one city takes its turn to organise the programme, and researchers from all three countries gather to present work on the design, materials, construction and long-term performance of concrete pavements.
What began as a small exchange has continued for more than a decade, building a standing network across the three research communities. The Archive page records where each meeting was held and who hosted it.

Conference bylaws
The agreed rules the host committee follows each year, covering papers, the programme, logistics and the conference homepage.
Paper Submissions
Each country shall prepare between three (3) to five (5) papers which includes its corresponding PowerPoint presentations at a prior date from the conference which is advised by the organizing committee. An additional paper to be presented by a guest speaker in the hosting country is allowed.
Contents and Presentations
Each presentation shall be prepared in English. A script which will be read during presentation is encouraged when necessary. There are no restrictions on discussion time, presentation topic, language barrier and manner of presentation.
Conference Program
The conference shall be a three (3)-day event. Two (2) days shall be allotted for presentations, composed of four (4) sessions. One session is assigned to each country, and the last session is the open forum and/or technical forum on further subjects. The last day is scheduled for construction site visits of concrete pavement and/or pavement-related sites.
Conference Logistics
A registration fee of $200 (at most) may be collected to cover conference expenses. The host committee may opt to invite sponsors, if legally allowed, to ease financial restraints — but sponsorship is strongly recommended not to be used for profit.
The host country shall arrange the following, as a minimum:
- A meeting room which can accommodate at least 20 participants
- Computer, wide screen and sound system for presentations
- Snacks (e.g. cookies, biscuits) and tea/coffee for session breaks
- A Conference Folio — a book-type compilation of conference presentations
- Site location and bus reservation for the site visit
A welcome lunch and a conference dinner shall be pre-arranged. Cost-reasonable meals are sufficient.
BESETO Homepage
The host country shall update the BESETO homepage — including photos and final presentations — within one month after the conference. Access to presentations on the homepage shall be restricted to participants only.
